Nigeria approves biggest overhaul of NYSC in 53 Years, paving way for skills-based national service

TUE JUNE 30 2026-theGBJournal| Nigeria’s Federal Executive Council (FEC) on Monday approved the most sweeping overhaul of the National Youth Service Corps (NYSC) since the scheme was established 53 years ago, introducing reforms aimed at transforming compulsory national service from a largely civic programme into a technology-driven, skills-focused platform aligned with the government’s economic development agenda.

Minister of Youth Development Ayodele Olawande announced the approval after the FEC meeting, describing it as the first comprehensive review of the NYSC in its history and a major step toward modernising an institution long regarded as a symbol of national unity.

The reforms are designed to reposition the NYSC as a youth development institution that equips graduates with practical skills, leadership capacity and employability while preserving its traditional role of promoting national integration.

Among the most significant changes approved by the Council is the introduction of a technology-driven call-up process intended to improve efficiency and transparency in mobilising corps members.

The government also approved a risk-sensitive deployment system aimed at strengthening the safety and security of participants by taking prevailing security conditions into account before postings are made.

The traditional orientation programme will also undergo a major redesign. Under the new framework, the six-week camp will place greater emphasis on leadership development, entrepreneurship, digital literacy and specialised career pathways, shifting the focus beyond the existing paramilitary drills and civic education.

Another key reform is the alignment of primary place of assignment with graduates’ academic qualifications and career aspirations, a move the government says will improve productivity, enhance workplace relevance and create stronger links between national service and long-term employment opportunities.

The Council also approved changes to the administration of the scheme, introducing a modern governance structure with civilian operational leadership, while retaining the military’s role in providing security support during orientation and other operational activities.

Infrastructure and welfare standards are also expected to improve through the introduction of a national grading and certification system for orientation camps, designed to ensure consistent quality across facilities nationwide.

In a symbolic departure from long-standing tradition, the government approved the replacement of the NYSC Passing Out Parade with a formal graduation ceremony, alongside the introduction of a redesigned NYSC uniform intended to project greater professionalism and reinforce national identity.

Olawande said the reforms support President Bola Tinubu’s ambition of building a $1 trillion economy by developing a more skilled, productive and globally competitive youth population.

According to the minister, the reform process began in 2025 through an extensive multi-stakeholder review involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.

To facilitate implementation, the Federal Executive Council directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to begin the process of amending the NYSC Act and its regulations to provide the legal framework required for the reforms.

“This is more than a reform of an institution. It is an investment in Nigeria’s greatest asset, our young people,” Olawande said, adding that the changes would make the NYSC “more relevant and more impactful” for future generations.
