WED JULY 22 2026-theGBJournal| Yobe State Governor, Mai Mala Buni, has approved the establishment of the Yobe State Agency for Substance Use Prevention, Drug Abuse Control, Treatment and Rehabilitation (YOSADAC), bringing the total number of Ministries, Departments and Agencies (MDAs) established by his administration to 27 within seven years.
The establishment of YOSADAC is another landmark achievement in Governor Buni’s commitment to building enduring institutions that address emerging challenges and strengthen governance. The agency is specifically mandated to coordinate substance use prevention, drug abuse control, treatment, rehabilitation, counselling, public enlightenment, and the reintegration of recovering drug users into society.
Since assuming office in 2019, Governor Buni has pursued an ambitious institutional reform agenda aimed at strengthening governance, expanding access to quality public services, promoting economic growth, and laying a solid foundation for sustainable development across Yobe State.
Among the new ministries created by the administration are the Ministry of Wealth Creation, Empowerment and Employment Generation, the Ministry of Humanitarian Affairs and Disaster Management, and the Ministry of Livestock Development, all established to address emerging development priorities and improve government effectiveness.
In the health sector, the administration established the Yobe State Contributory Healthcare Management Agency (YCHMA), Yobe State Healthcare and Health-Related Facilities Inspection and Monitoring Agency (YOHFIMA), Yobe State Drugs and Medical Consumables Management Agency (YODMA), the Yobe State Emergency Medical Ambulance Service (YEMABUS), and now the Yobe State Agency for Substance Use Prevention, Drug Abuse Control, Treatment and Rehabilitation (YOSADAC), significantly strengthening healthcare administration and public health services.
To improve transportation, infrastructure, and rural accessibility, Governor Buni established the Yobe State Road Traffic Management Agency (YOROTA), Yobe State Road Maintenance Agency (YORMA), the Yobe State Rural Access Road Authority (YORARA), the Yobe State Road Fund (YSRF), while also driving the implementation of the Rural Access and Agricultural Marketing Project (RAAMP) to enhance rural connectivity and agricultural development.
In line with his digital transformation agenda, the Governor established the Yobe Information Technology Development Agency (YITDA), the Yobe Geographical Information Service (YOGIS) to modernise land administration and geographic information management, and the Yobe State Bureau of Statistics (YSBS) to provide reliable data for planning, budgeting, policy formulation, monitoring, and evaluation.
To promote social inclusion and justice, the administration established the Yobe State Commission for Persons with Disabilities (YSCPD) to protect the rights and welfare of persons with disabilities, as well as the Yobe State Hisbah Commission to promote moral guidance, social harmony, peaceful coexistence, and support community-based conflict resolution in accordance with the laws of the state.
Governor Buni’s administration also established the Yobe Great Green Wall (YGGW) to combat desertification, restore degraded lands, promote environmental sustainability, and improve climate resilience across vulnerable communities.
As part of efforts to diversify the economy and attract investment, the administration established the Yobe Agency for Public-Private Partnership and Investment Promotion (YAPPPIP) to facilitate strategic investments and public-private partnerships, as well as the Yobe Mining Development Company Limited (YMDCL) to harness the state’s abundant solid mineral resources for economic growth and job creation.
