SUN OCT 25 2026-theGBJournal| Nigeria’s upstream petroleum regulator is developing 10 additional regulations to strengthen oversight of the oil and gas industry, adding to 19 regulations already gazetted as it seeks to improve compliance with the Petroleum Industry Act (PIA).

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has also issued 25 operational guidelines covering critical areas across the upstream value chain, Senior Regulatory Officer for Regulations and Special Investigations Emmanuella Senlong said at a Senate stakeholders’ engagement on the implementation of the PIA.

Senlong said establishing legal frameworks was only the first step, adding that the success of the legislation depended on closing the gap between regulatory requirements and demonstrable compliance by industry operators.

The commission is addressing longstanding regulatory challenges, including overlapping obligations, through standardized reporting templates, risk-based inspection protocols and annual compliance assessments subject to audit, she said.

The measures signal a focus on strengthening the implementation of existing rules while developing additional regulations to govern the upstream petroleum sector.

The development of the 10 additional regulations reflects the commission’s continuing effort to establish a more comprehensive regulatory framework for upstream petroleum operations.

The 19 gazetted regulations provide formally published regulatory requirements, while the 25 operational guidelines offer guidance across critical areas of the upstream value chain. The two instruments serve different purposes.

Senlong said the commission was working to address legacy challenges and overlapping obligations, highlighting an implementation issue that can complicate regulatory oversight.

Analysts say the regulatory developments could mean closer scrutiny of statutory compliance and more structured reporting and inspection processes.

”Operators may need to review their reporting systems, internal compliance procedures and documentation to ensure they meet applicable requirements,” they said, adding that ”the precise changes required will depend on the content of the additional regulations and how the commission implements its compliance framework.”
