THUR MAR 26 2026-theGBJournal| In a renewed effort to boost civic participation, the Independent National Electoral Commission (INEC) has launched a comprehensive voter education manual aimed at addressing persistent voter apathy across the country.
The manual, launched Wednesday alongside key national and international partners, is part of renewed push to strengthen democratic participation ahead of the 2027 general elections.
The initiative underscores the commission’s commitment to deepening democratic engagement by equipping citizens with clear, accessible information about the electoral process and their role within it.
The newly introduced manual is expected to serve as a practical guide for voters, civil society groups, and stakeholders, simplifying complex electoral procedures while promoting awareness of voting rights and responsibilities.
Mohammed Haruna, Chairman of INEC’s Information and Voter Education Committee, highlighted the steady decline in voter turnout since Nigeria’s return to democracy in 1999 at the launch of the manual.
He noted that participation has dropped from over 60% in 2003 to below 30% in recent elections, stressing that while Nigerians may take the right to vote for granted, many lack the knowledge or motivation to exercise it effectively.
Haruna explained that the manuals were developed in collaboration with the Kimpact Development Initiative (KDI) to both educate citizens and encourage greater electoral participation.
National Commissioner Malam Haruna also noted that voter apathy remains one of the biggest threats to Nigeria’s democracy, while delivering the keynote on behalf of INEC Chairman Prof. Joash Amupitan.
He pointed to data from recent elections showing a widening participation gap, where a minority determines leadership for the majority.
INEC believes the manual will help rebuild public trust, encourage informed participation, and ultimately strengthen the credibility of Nigeria’s elections.
