Stakeholders highlight electricity sector challenges amid transition to state electricity markets, propose solutions

TUE JUNE 03 2025-theGBJournal| Presentations on second day of the Nigerian Electricity Supply Industry (NESI) Stakeholders Meeting, hosted by the Nigerian Electricity Regulatory Commission (NERC), focused on the ongoing transition to state electricity markets, with participants highlighting current sector challenges and proposing practical, collaborative solutions.

So far, 11 states have commenced the transition process, with 7 states— including Enugu, Ondo, Ekiti, Imo, Oyo, Edo, and Kogi — already transitioned.

Discussions emphasized the importance of capacity building, regulatory coordination, and investment-readiness to ensure sustainable, state-led electricity markets under the framework of the Electricity Act 2023.

Eriye Onagoruwa, Representative of the Special Adviser to the President on Energy, presented an update on the Presidential Metering Initiative at the NESI Stakeholders Meeting.

She highlighted efforts to close the metering gap through alternative financing, with end users expected to receive meters at no cost.

”Over 6 million meters are planned from multiple sources, including DISREP, Federation Account, and the Meter Asset Fund (MAF),” she said.

According to Onagoruwa, key priorities include streamlining installer certification, deploying meters to high-consumption areas (starting with Band A customers), and ensuring robust communication infrastructure.

Full rollout, she assured, is targeted for Q4 2025, with ongoing coordination among DisCos, BPE, and NAPTIN to ensure implementation readiness.

Earlier, on Day 1, Engr. Abdu Bello Mohammed, MD/CEO of the Nigerian Independent System Operator (NISO), delivered a powerful presentation outlining NISO’s mandate, structure, and strategic direction, and an in-depth overview of the newly established NISO.

His presentation also highlighted NISO’s key functions, strategic objectives, and introduced its proposed vision, mission, and core values—reinforcing NISO’s pivotal role in enhancing transparency, efficiency, and stability in Nigeria’s electricity market.

He emphasized that NISO is more than a new institution, it is a transformational vehicle designed to drive grid reliability, market efficiency, and transparency across the NESI.

The ongoing sessions continue to engage key stakeholders on reforms including the Metering Gap, Presidential Metering Initiative, Meter Asset Fund, and the transition to a multi-tier electricity market.

The stakeholders meeting marks a significant step forward in strengthening the Nigerian Electricity Supply Industry (NESI) and advancing sector reforms.
